Narrated Abu Huraira: Allah's Apostle said, "When the month of Ramadan comes, the gates of Paradise are opened and the gates of the (Hell) Fire are closed, and the devils are chained."

If satan are chained during Ramadan then why do peoples sin

I always had this question in my mind that if satans are chained in Ramadan, as we learn from Hadith, why do we still intend to do evil acts and why so many Muslims still do not fast or offer salah during Ramadan. During the last Ramadan when I was visiting India, and one day I stood outside my mosque with my friends after salah, and the imam happened pass by, and one of my friends asked the same question to the imam. The answer that imam gave really amused me and impressed me; he said: ‘Have you seen the wheel on which clay pots are made? The person who makes pot whirls the wheel initially , and then leaves it and the wheel goes on whirling on its own, the same way, the satan is taking us rounds the whole year, and we are still following the same habits even during Ramadan’.
